Visual Studio 2015 and Framework.UI.Controls.SharedResourceDictionary

After upgrading to Visual Studio 2015, I've been getting a new error when trying to use the SharedResourceDictionary.
<ResourceDictionary xmlns:controls="clr-namespace:Framework.UI.Controls;assembly=Framework.UI">
        <ResourceDictionary.MergedDictionaries>
                <controls:SharedResourceDictionary Source="/Framework.UI;component/Themes/Generic.xaml" />
            </ResourceDictionary.MergedDictionaries>
</ResourceDictionary>
The error message is: "Object does not match target type."
The projects still build and run OK, but the xaml designer doesn't display properly.
